Comment: Reading the posting of the April 14, 2011 TBC meeting and looking over the transition team report it is easy to see the corruption going on. This is nothing new but it does seem that since the oil boom began it has become overt to the point that the TBC doesn't care as long as they get what they can get. This can be compared to the oil rich countries in the Middle East where it has been going on for years. Those governments oppress the people and take everything for themselves.

Comment: It is happening here on a smaller level the TBC micro-manages, this is about power and control or abuse of power and control. Some of the Middle Eastern countries went through it for years until they stood up and got world attention. The TBC operates under a certain M.O. I use that term as their behavior is more criminal than it is leadership. The TBC have their people appointed to position that require either a full education some education and experience to operate a program properly.

Comment: The people that get appointed don't have the education or background to operate a program properly. This makes it easier to micro-management, the only people who really suffer are our tribal members due to the lack of quality services. The Justice Center has an acting administrator that isn't qualified but the fact that she is the a councilmens wife makes her qualified, she is hardly ever there. Her son got arrested on drug charges and she took him out so he could go on a family vacation.

Comment: Do other inmates get to get out and go on family vacations with their families, some of those other inmates are locked up on less severe charges than her son. There is a highly qualified individual working at the Justice Center now but even he knows better than to apply for that position. As for hiring a administrator the hiring process will get strung along so the current acting administrator can collect the pay and not do the work, she is hardly ever there. Will it ever change?

Comment: what is happening with the petition that will show the members dissatisfaction with our troubled council? they the council seem to have total disregard to rules, constitutions, concerns, segments, information for the members. How do we get their attention? The BIA has even sued one of the fracking companys for back payments and asked for more money for each truck going onto the reservation. Which the company paid. Comment: I am wondering when program directors received the authority to over ride the council? Staff at Head Start are being denied Admin., Annual and Sick leave by the current director. The current director was a big reason the former director was removed. We are putting the new "TAT Tribal Constitution" into place, because we the people who make the laws and by-laws need change. We must all work together on it. Comment: We live on the reservation still we don't even speak the language. Which was smacked out of us in school. What are we clinging too? If it is so great, why aren't we all rich? Comment: Why does the TBC have a hard time establishing a quorum? They have to show up 1 day a month and they cant do that why? Comment: When the army corps flooded us out and the govnt took our land for the dam, they took allottee land acreage (surface) but also took the mineral interests of those allottee families whose lands were flooded. Those families here on Fort Berthold have been denied their property—the oil minerals interest. Those mineral interests were transferred back to the TAT government in an effort to get those mineral interests closer to the families of Fort Berthold. During that time, the TAT was then intent on restoring those mineral interests back to those allottee families who were & are the true owners. Families seek the return of those mineral interests back to your families. Work together on this important endeavor. Remember this-it is us, the heirs of the allottees , who control the majority share of surface and mineral interests on our lands. The tat holds the minority share in both.

Comment: I have a question we have a constitution in place now. So is the current tribal council following the current constitution? A revised or new constitution is fine and dandy but it more about the the powers that be abiding by it, if they are not now what makes you think they will abide by a new one. Tex will take as much as he can because you can't use "Share the Wealth" as another campaign slogan if you don't make good on it or he will wait until his term is almost up then share something.

Comment: But there won't be any wealth. He and the current council know how to oppress, intimidate and play the people. Those are tools for creating a dictatorship fear and oppresssion and then promise something that gives false hope to get in office "Then it's let us bend them over" and make sure to give them a free turkey every Thanksgiving. The majority of tribal members will never benefit from any of the wealth they will be left with a turkey.

Comment: In reading the article Tex Hall wanting an apology from President Obama, how many past presidents should also. With the laws they passed for the tribes should have had an apology back then. His people face poverty, hunger and homeless families. The original agreement for the flooding of our lands promised low prices for water and electricity. I know single moms and grandparents getting these necessities turned off. While he sits at big banquets and fancy hotels, he needs to give out Christmas $$.

Comment: I saw too, that Tex Hall is on another committee to make sure money gets distributed correctly for the Cobell Settlement. Who in the hell appointed him without looking at what he has done to his own tribe??? Wonder if he can get his hands on that money too for himself and his family. Take care of your own people first Tex.

Comment: Tex Should apologize to his own people for using and abusing their trust, he made mentioned in one of his campaign speeches of several well to do tribes having nothing on us. They have everything on us those tribes mentioned take care of their tribal members. We are oil rich with nothing for our people at christmas time, although he metioned those other tribes having nothing on us he couldn't wait to serve on their boards to kiss their behinds while his own people continue to go without.

Comment: Tex Hall selected to evaluate the effectiveness of the Special Office for Trustee?! Indians get on your emai and let the president know that a representative from the original Land owners Association of the 1950s be seated at that table to engage in discussion on evaluating the effectiveness of the Office of Special Trustee which was created for the INDIANs benefit. The original Landowners Association was established by families on Fort Berthold in the 1950s- to protect their interests in their land then and that objective still holds true today.

Comment: The individual INDIAN on Fort Berthold holds the majority share in oil and gas minerals and in surface of all the acreage on Fort Berthold, it is the tribal government that holds the minority interest. So it is right that a representative from the Land Owners Association who represents the majority share interests of allottee interests be included in this discussion -- not someone who represents the smallest portion. It is impossible for Chm Tex Hall to even attempt to talk to the concept of trust.

Comment: Which of our tribal chairman attached his name as an ‘overriding interest’ to all allottee oil & gas leases in a secret deal with Peak Energy and with BIA fiduciary trust agency nodding their head. That’s right it was the former chairman WD Wilkinson and/or the current chairman Tex Hall. What business did either have in attaching their name and deriving “an overriding interest” on your allottee minerals oil lease without your knowledge nor consent?? How much money did the two past or current tribal officials receive off of the allottee mineral acres from this crooked deal?

Comment: President Obama does not know about the actions of this individual in the oil and gas leasing that took place here on Fort Berthold –Tex will misrepresent you on the concept of TRUST. Do not confuse the Landowners Association established in the 1950s by the INDIANs of this land, with the new group that calls itself fort berthold land owners association-this put together outfit is run by Tex and funded by an oil company-they are bought and paid for by oil company money and it is the oil co interest they protect.

Comment: Since we don't have a director or won't get one until the Cobell monies are settled. We should all try to make the best deal we can for the leases that are coming up. Soon we won't have a reservation nor the H2O to drink. The western part of the US will have good drinking water. Ken Salazar approved 1/4 of what he approved for running the OST or bureau (150 approx)for improvement of water in the western part of the U.S. He feels the Latino community needs to be represented.
